The Solid Scale is crafted in Castaway 2.It has of no known uses yet (TBA of discovery) but the main purpose, according to a few players, is to be sold at a good price of 200 Gold. It is one of the few crafted items to be only worthy of being sold, the others Treated Leather and Sturdy Lumber.
